This is actually easy to teach.

Nearly all dogs can be bribed to come to you with food.
Hotdogs and cheese are great for this....but it can be anything they love to eat.

A very young puppy will learn to come to you when you call him.
Reward him with love and attention and he will continue this all through his life.

Some dogs as they get older, also get bolder.....and venture further from you than you like.
A leash is great for keeping him near, but you need him to come when he is verbally commanded
to do so.

Try the food reward, and use it often when he is young and you will usually have no trouble.
The wanderer will need extra help to learn to come on command.  Put a lightweight cord or a
leash that allows it's line to feed out on your dog and let him wander around as you sit or walk with him.
Call him to you and give him a treat and a couple of minutes of petting to keep him close to you.

Let him think the best thing on earth is to be near you.  Allow him to go play or wander again,
calling him back again in a couple of minutes, varying the time in between the command to "Come".
Each time he comes praise him lavishly...he loves it and it makes him love you, when you make him
think he is great!

If he does not come on your command to come....pull him in toward you, and then praise him
just as if he had come in all on his own, giving him a treat at the same time.
Soon he will come running...this is one that takes a little more practice than other parts of training,
but it will keep him safely by your side.

The food treats can be stopped when he comes to you 100% of the time.
I start treats again, if I have trouble with one of my dogs, and work to get him to
come to me always.  To me this is  
THE   most important command I can teach my dogs.
